I don't Tech up to crew-weapons, shock troops are exceptionally good at stealing enemy MGs and AT Guns, and their body armour makes it nearly impossible to kill them when they crew those weapons. If they can control the map before I hit 2 command points, they strangle me in the cradle. If my opponent is playing Wermacht, they can counter me by - sadly - spamming MG42s. When I play, I keep them moving and try to give the impression that there's more of them than I really have. Penals are great, but being expensive and having to tech up means I have less squads on the field than my opponent generally does. The weak spot in my strategy is that window between 1 command point and 2, before I get my Shocks. A single satchel charge will put any light vehicle out of commission, and if they get an early Luchs I can take that out just as easily with careful micro. Once my Shock troops are about to hit the field, I tech my Penals up to Anti-tank.
If the MG is in a building, Satchel charges will destroy it before they can retreat. If I run into a machine gun, I leave that area all together and focus on other areas until I get shock troops up. They will beat any other infantry early game if micro'd well, and they become fantastic light vehicle hunters. I play a little different from many Soviet commanders, I open the game with Penal battalions. My goal isn't to win by points, but to win by army advantage. Typically I run a commander with Shock troops - I actually tend to ignore Victory points in favour of aggressively cutting off my opponent and expanding my resource income. Soviets are, in my humble opinion, the strongest early game faction by miles.
